The Economic Opportunity Advisory Council consists of nine members appointed by the Flagler County Board of County Commissioners based on his/her targeted industry expertise.

Donald O’Brien, appointed Chair to the Economic Opportunity Advisory Council in 2017. Donald is a Rotarian and a member of several community and business organizations. He is a board member and past two-time Chairman of the Board of the Flagler County Chamber of Commerce. He is also a member of the Florida Hospital Flagler Foundation Board and chairs the 20/20 Society fundraising campaign, and serves on the board and the finance committee of the Early Learning Coalition of Flagler and Volusia Counties.

Greg Federline is an experienced technology professional with undergraduate and graduate education in electrical engineering, computer science and finance. He also has vice president level experience in both small and large companies, including Hughes Network Systems, L-3 and Litton. He has also been successful in building and merging organizations as well as identifying new market niches and launching new products. Experience gained as a certified Florida Energy Rater and a manager of the Florida 2010 Census provide a basis for his understanding of the diverse development strategies needed for sustainable growth in Flagler County. His participation on the Northern Virginia Technology Council, the largest technology council in the nation, provided experience at the regional and national level. Mr. Federline currently resides in Ocean Hammock.

Barbara Revels, is the 2012 Chair of the Flagler County Commission, and represents District 3. Commissioner Revels is a native of Flagler County and started out in business in Flagler Beach some 30 years ago. Today she is the president and owner of Coquina Real Estate and Construction, Inc. Commissioner Revels was the first woman to preside over the statewide Florida Home Builders Association. She served on Governor Jeb Bush’s Affordable Housing Study Commission, Growth Management Fiscal Impact Advisory Work Group and the Residential Construction Mitigation Advisory Group. In 1981, she was Flagler County Realtor of the Year. In 1996, she was president of the Flagler County Chamber of Commerce. In 2006, she was recognized as Florida’s “Builder of the Year” by the Florida Home Builders Association. She was elected to the County Commission in November of 2008.

Frank Zedar is an ethics and professional standards instructor with the Flagler Realtor Association. He is also a mediator with certifications from the Virginia courts system and Harvard Law School’s continuing education program. In his 20 years as a US Army Officer, he served with the infantry in Vietnam, the Defense Intelligence Agency, and with the Department of Defense Office of Research and Development. His MBA in Economics and Marketing is from Georgia Tech and he has been on the adjunct faculties of the University of Maryland and George Mason University. He has been a real estate broker for 25 years and currently works with Parkside Realty Group. He currently resides in Palm Coast.

James Ulsamer is retired from Baker & Taylor, a Charlotte, N.C. distributor of books, media and database information products. He served on the Flagler County Economic Development Summit and is currently Chairman of the Flagler County Library Board of Trustees. Mr. Ulsamer has a B.A. degree in Economics from Rutgers University and resides in Ocean Hammock.

Joseph Marotti is a retired executive from the Newell Rubbermaid Company. Mr. Marotti held several executive positions within the companies of Newell Rubbermaid; his last position being Group Vice President for Human Resources for the Rubbermaid Companies worldwide. He was responsible for hiring, healthcare, union contracts, meeting with local, state and federal representatives, developing strategies for best in class, and negotiations and arbitrations with local unions. Mr. Marotti has broad based management skills both internationally and domestic. He currently resides in Palm Coast.

Mike Gill served 13 years on the City Council of Leawood, Kansas, a suburb of Kansas City with 30,000 residents. While there, he helped foster a mixed-use development that has produced to date approximately 1,000 well-paying jobs. He also led Leawood’s efforts to replace the bankrupt anchor tenant of its largest shopping mall by personally traveling to Cincinnati to obtain Macy as a replacement. Mr. Gill is currently a Senior Executive with Accenture, the Fortune 500 management and consulting firm and lives in Ocean Hammock.

Robert Cahill is a supply chain professional with extensive experience in all aspects of demand planning, forecasting, inventory management, distribution, warehousing, and production planning for domestic and international operations, including Oracle and Reebok. Mr. Cahill retired in 2003. He is Vice Chair of the Adult Education Advisory Board and Treasurer for the Community Chorus of Palm Coast and resides in Palm Coast.

Wanda Clegga, life-long resident of Flagler County, is a past 4-H Leader, has been involved in the Flagler County Fair & Youth Show, and was a member of the Agricultural Advisory Committee. She has also served as a member of the Board of Trustees, as an Administrative Board member and the Financial Secretary for the First United Methodist Church in Bunnell. Ms. Clegg served as a Poll Worker for the Supervisor of Elections for 10 years. Ms. Clegg is self-employed for 23 years in the family sod farm business (Clegg Sod Farm) and currently resides in western Flagler County.

The Flagler County Economic Opportunity Advisory Council meets the fourth Wednesday of every month at 9:00 A.M. in Council Chambers on the first floor of the Government Services building located at 1769 E. Moody Blvd. Bldg. #2, Bunnell, FL 32110. Meetings are followed by a brief workshop.
